The motion to approve the planned-development rezoning, site plan and the comprehensive-plan amendment failed on a roll-call vote after the hearing.
The project would build a 58-foot, four-story building with podium and covered parking, 202 parking spaces and a mix of 32 two-bedroom units and 39 three-bedroom units, and would provide on-site amenities including a dog park, fire pit, water feature, butterfly garden, roof walking trail and a 2,100-square-foot multiuse room.
