Coppell planning commission rejects Lake Breeze 71-unit condominium rezoning

At its March 2025 meeting, the Coppell Planning and Zoning Commission considered a request from property owner Vijay Mora to rezone about 4.4 acres near South Beltline Road and Sanders Loop for a 71-unit, four-story condominium complex called Lake Breeze and to amend the city's future land-use plan from Mixed Use Community Center to Urban Residential Neighborhood. The motion to approve the planned-development rezoning, site plan and the comprehensive-plan amendment failed on a roll-call vote after the hearing.
The project would build a 58-foot, four-story building with podium and covered parking, 202 parking spaces and a mix of 32 two-bedroom units and 39 three-bedroom units, and would provide on-site amenities including a dog park, fire pit, water feature, butterfly garden, roof walking trail and a 2,100-square-foot multiuse room. The site abuts the DART Silver Line passenger rail to the north and contains a large Atmos gas-line easement. Staff recommended denial and said the application resubmitted the same proposal that city council denied in late 2024.
Staff planner Mary Perron Boswell told the commission the applicant's request duplicates the earlier submission and that, "based on the previous council direction . . . staff cannot support this request at this time." Boswell outlined staff-recommended conditions for approval if the commission chose to recommend it, including a replat, a southbound left-turn lane on Beltline Road, building elevations as presented, mandatory noise attenuation (sound-reducing windows for all building windows and continuous exterior insulation with a minimum R-19), site lighting to meet city standards, allowance for parking and a PD condition permitting four stories and up to 60 feet, and a requirement that HOA documents be recorded prior to plat filing.
Applicant Vijay Mora described the project as a high-end, ownership condominium product intended to provide an ownership option near transit and said the developer would work with staff to address concerns. Mora told the commission the project represents a roughly $40 million investment and said the units would be marketed as upscale residences for downsizing households and other buyers. "We are going to develop an extraordinary product," Mora said, and offered to increase noise-mitigation measures if that would address commissioner concerns.
Commission discussion focused on whether the site and proposal align with Coppell's 2030 comprehensive plan, the project's density relative to the plan's 10-dwelling-units-per-acre guideline for the Mixed Use Community Center designation, the four-story height and proximity to the rail, and the high share of three-bedroom units (39 of 71) proposed versus the typical MF-2 standard (10% three-bedroom). Commissioners also noted the property's 100-foot Atmos easement and an approximately 82-foot separation from the proposed building to the rail tracks. Staff and several commissioners emphasized the prior council denial and that the applicant had resubmitted an unchanged application despite staff advice.
Two members of the public spoke in favor during the public hearing: Ramakrishna Korada of Irving and Srinivas Gudevalli of Cypress Waters, both of whom said they supported the proposal and expected to consider the product for purchase or investment.
A motion to approve P.D. 313 R2 ' MF-2 (Lake Breeze), including the detailed site plan and the requested amendment to the future land-use plan, was made by Commissioner Ed Marr and seconded by Commissioner Kent Haffman. The commission then conducted a roll-call vote with the following recorded: Vice Chair Sue Blankenship ' Nay; Commissioner Freddy Guerra ' Nay; Chairman Edmond Haas ' Aye; (recorded) Commissioner Mower ' Nay; (recorded) Commissioner Hegeman ' Nay; Commissioner Cindy Bishop ' Aye. The roll call resulted in two votes in favor and four opposed; the motion failed.
Because the commission did not approve the rezoning, the application record will be forwarded to the City Council for its consideration consistent with routine procedure.
