Chapter 21: The board adopted amendments to Chapter 21 (institutional effectiveness/college outcomes). Staff said the department accepted several community college‑led comments including clarifying language to link outcomes to institutional effectiveness, replacing “assessment” with “evaluation and support of college readiness,” editing a student services paragraph to emphasize completion (not only enrollment), and removing the term “cocurricular” where redundant. The department recommended adoption with those changes; the board approved the amendments (motion moved and seconded from the floor).
Chapter 46: The board also adopted amendments to Chapter 46 on CTE in the postsecondary space. Staff described edits that change “mastery” language to “proficiency” and broadened program alignment language from narrowly defined job skills to a wider range of education and training opportunities. The board approved the rule package after a floor motion.
Chapter 79 (practitioner preparation/reading rules): The department reported that public comment on the proposed practitioner‑prep rule raised concerns about an initially proposed institutional pass‑rate threshold (90%) for the Foundations of Reading assessment. Staff removed that numerical threshold because the department said it already has authority via regular program review to take corrective action; instead pass rates will be examined as part of the practitioner preparation approval cycle. The department also recommended retaining a prohibition on the so‑called “three‑cueing” reading approach, citing the evidence base. The board voted to adopt the rules with the department's suggested change to remove the 90% institutional pass‑rate provision.
