The board approved a consent order for Dr. Samuel Shore that mirrors disciplinary action taken by the Virginia Board of Medicine: Shore’s license was reprimanded and he will be placed on probation for three years, with standard compliance terms. Counsel said the consent order is offered in lieu of a formal evidentiary hearing and that Shore signed the order on Feb. 16, 2025.
The board also approved a consent order for Dr. Melanie Woodall reflecting a January 2024 Tennessee prescribing action. The Mississippi consent order places Woodall on probation and requires her to comply with the Tennessee order’s requirements; once she provides documentation that she has satisfied Tennessee’s conditions, the board will consider release from probation. Counsel clarified that probation is not considered a restriction on licensure, and the board does not have fining authority in this case.
A third consent order accepted by the board mirrors an action in Wisconsin involving diagnostic errors for neck trauma; Dr. Nacelle (spelling in the record varied) accepted a reprimand and agreed to educational terms consistent with the Wisconsin order. Counsel said Nacelle self-reported after Wisconsin’s action and provided timely notification to the board.
Separately, staff reported several license surrenders for informational purposes: Dr. Ali Ahmad surrendered his license after arrest on child-exploitation-related charges and remains in Lee County custody; Dr. Hyson surrendered following misconduct findings in other states; and Dr. Rocco surrendered following allegations in Florida. The board said the surrenders will be posted on the board website.
The board accepted the motion of the executive committee to approve several actions recommended during the committee’s meeting, including recommendations to grant exemptions to the 20/80 rule and 75-mile rule for specific physicians seeking to add advanced practice nurses to their practices; those recommendations were referred for full-board consideration and accepted.
The board also granted continuances for several pending hearings at the request of respondents—Doctor Richard Eugene Cook (second request, counsel cited an academic training conflict), Doctor Ellis Olsen (second request due to counsel’s recovery from surgery), and Doctor James Leslie Henderson (first request to allow discovery)—with the understanding that the parties expect to be prepared for hearing at the May meeting.
Motions to approve each consent order and to grant the petitioned continuances were moved and seconded on the record and carried by the board in open session.
