Commission approves final serial subdivision plat for Los Solaris parcels on Beckner Road

The Santa Fe Planning Commission approved the final serial subdivision plat for portions of the Los Solaris master plan on Beckner Road, adopting staff-recommended conditions and technical corrections for case 2024-9585.
Janice Biletnikoff of the Planning and Land Use Department presented the final plat for the property at 8200 Beckner Road. The proposal subdivides two existing parcels (Lots 18A and 18B) into six lots ranging from roughly 1 acre to about 10 acres for commercial use. Staff told the commission the proposed final plat conforms substantially to the approved preliminary plat and meets the subdivision criteria in SFCC §14-3.7, contingent on the conditions and technical corrections in the staff report.
Biletnikoff said internal roads in the subdivision will remain privately owned with public access easements; a homeowners association will be responsible for ongoing maintenance under recorded agreements. Two access points from Beckner Road will remain, and two new 42-foot-wide rights-of-way are proposed to serve internal circulation. Staff noted the applicant satisfied early neighborhood notification requirements (ENN) on Nov. 20, 2023, and that site signs were posted Oct. 3, 2024 and remained posted as of the hearing.
Bridal Nittinger of Orion West, the applicant's agent, said the primary change since the preliminary plat is the addition of one access road to the east and that the applicants have worked with staff to resolve ownership and maintenance details that will be reflected on the recorded plat. Nittinger also said tract 18B2 contains the existing Nexus Health medical office building, and that tract 18B5 is anticipated for an ambulatory surgery center of about 18,000 square feet; other uses for remaining lots were discussed as potential commercial development but no binding tenants were identified at the hearing.
Commissioners asked about likely uses and neighborhood engagement. Nittinger said the applicant meets regularly with neighbors and that use restrictions were added to adjacent rezone approvals to limit uses neighbors opposed, such as auto body shops and package liquor stores.
Vice Chair Smith moved to approve case 2024-9585, 8200 Beckner Road, final serial subdivision plat, subject to staff conditions and technical corrections; a second was made. Roll-call votes were recorded as: Commissioner McGee — yes; Commissioner Miranda — yes; Commissioner Rieland — yes; Commissioner Capen — yes. The motion passed.
The approval requires the applicant to record the plat and the maintenance/dedication statements on the face of the plat, and to complete the technical corrections listed by staff before final recordation.
