House approves modest enhancement for Idaho community colleges; bill holds North Idaho College harmless

Sponsor remarks said the measure provides funding based on recent enrollment changes and that lawmakers made one technical change to hold North Idaho College harmless after the formula generated a negative adjustment for that institution. “The enrollment workload adjustment is basically a formula that comes up with an amount that each college should receive based on how many student counts they are adding,” the bill presenter said on the floor.
The bill covers the College of Western Idaho, College of Southern Idaho, College of Eastern Idaho and North Idaho College. Representatives who support the bill said the funding focuses on affordable, career‑focused education and noted the committee is attempting to shift funding balance toward community colleges and workforce training over time.
Opponents expressed concern about total growth beyond the maintenance budget and the use of federal funds and tuition increases as part of the colleges’ revenue picture. A floor opponent noted the enhancement includes personnel and compensation line items that together could significantly increase institutional budgets and said he had pledged not to support enhancements above a 1.2% threshold.
Votes and disposition House Bill 4-17 passed the House on a roll call of 50 ayes and 20 nays. The bill’s title was approved and the bill will be transmitted to the Senate for further consideration.
Context Supporters framed the measure as an investment in workforce development and in programs with immediate labor‑market demand — welding, nursing, diesel technology, cyber and other technical programs — citing wait‑list numbers for several high‑demand programs.
