Arts “mega site” bill fails in subcommittee after ECD raises scope concerns

House Bill 1290, a proposal to create an “arts, entertainment and media mega site” intended to attract film and creative industries, failed in the Business & Utilities Subcommittee on a 3-7 vote.

Sponsor Representative Powell described the bill as creating “the first mega site in the country for arts, entertainment, and media” to harness the state’s creative talent and economic potential. He told members the Department of Economic and Community Development (ECD) would decide the site location.

Cameron Snow, legislative liaison for ECD, testified that the department’s existing mission to foster business growth does not currently include the full range of responsibilities the bill would assign: land acquisition of 2,000 contiguous acres, managing construction and governance, hiring an 86-person staff, and delivering training and public–private fundraising. “This also requires the ECD to be in charge of land acquisition for 2,000 continuous acres in the state…All of which is beyond the scope of our department at the moment,” Snow said.

Committee members questioned whether ECD had the capacity or mandate to run such a project. After debate the subcommittee voted against advancing the bill; the clerk reported three ayes and seven nays and the chairman announced the bill failed.

Representative Powell acknowledged the defeat on the subcommittee floor with a lighthearted remark but did not indicate an immediate plan to rework the bill in the transcript’s record. The committee did not adopt amendments.
