The Seward City Council took several formal actions during the meeting, adopting an ordinance and approving contracts and a surplus declaration.
Ordinance adoption: The council read Ordinance No. 2025-8, amending the municipal code (chapter 410 zoning and subdivision, article 4 zoning district regulations) related to vacation of streets and alleys. The ordinance allows the city, when it conveys an entire right-of-way to one abutting property owner, to apply the zoning of the vacated area uniformly to the entire parcel rather than splitting zoning by halves. The council suspended the statutory rule for reading and then adopted Ordinance No. 2025-8 by recorded vote.
Construction contract: The council approved a construction contract with Van Kirk Brothers for $110,291.75 for phase 1 of a water-main extension (a 474-foot segment along Worton Boulevard) to serve the rail campus and enable occupancy for Plum Creek Seed and Dairy LLC. City staff described the work as part of a looped 16-inch and 12-inch main to serve the rail campus infrastructure.
Golf-cart lease: The council approved a five-year lease agreement with Nebraska Golf and Turf to replace worn club cars; staff noted the vendor included built-in coolers and that staff will evaluate technology add-ons such as GPS and in-cart screens before final implementation decisions.
Surplus declaration: The council adopted Resolution No. 2025-6 declaring a list of city items surplus, including pole lights, bikes and a tanker truck (tanker No. 42). Staff said the tanker is likely to be transferred to a neighboring department that has expressed interest.
Procedure and votes: Each item was moved, seconded and approved on recorded roll call. Reported roll-call tallies for these items were recorded in the meeting minutes and displayed during the meeting.
