State Department says existing Syria sanctions remain; notes General License 24 for stabilization transactions

Tammy Bruce said the State Department is "monitoring the Syrian interim authorities actions" and reiterated U.S. calls for "an inclusive civilian led government" to ensure national institutions are effective, responsive and representative.

On questions about potential sanctions relief, Bruce said "the sanctions dynamic has not changed, and there's no plans to change it at this point," but noted the department has authorized "Syria general license 24, which allows for transactions meant to help stabilize Syria." She described the general license as a limited authorization that does not amount to blanket relief from existing measures.

Bruce also said the department is watching developments around a draft constitutional declaration and expressed concern about reports of consolidation of power; she reiterated that equal rights and preservation of individual freedoms are issues the department will continue to monitor.

The briefing did not specify which transactions General License 24 covers in practice, nor did it lay out a timetable for further policy changes. Bruce framed the administration's approach as one of cautious monitoring coupled with continued emphasis on human rights and inclusive governance in Syria.
