At the March 19 meeting of the Land Use and Special Studies Committee at the Carmel Clay Public Library, staff presented a series of draft amendments to the city’s Unified Development Ordinance (UDO) that would change how development plans and Architecture, Design, Lighting and Signage (ADLS) reviews are processed and what criteria planning commission members use.
Staff described several editorial and substantive changes intended to clarify procedures for initial application review, distribution of materials to review agencies, public-notice timing and the legal differences between conditions and recorded commitments. The presenter also proposed adding clearer ADLS review criteria for architecture, building massing, materials, lighting, landscaping and signs.
