The department proposed selling parking passes, offering resident-designated spots, and revoking passes for repeat violators as enforcement steps; staff said they would coordinate with the police department on ordinances and enforcement strategy if ticketing or street-parking restrictions are needed.
The budget includes about $17,004 in temporary-employee funding earmarked for Briar Point staffing (gate attendants and beach monitors) during the summer season; Parks staff said other capital repairs could use impact fees if council prefers not to fund them from operations.
