Gage County awards Philly Southwest overlay contract to Catherine & Sons for $547,379

The project, commonly referred to in county documents as the Rockford Road overlay, will mill two inches of existing pavement where needed, make necessary repairs and replace two inches of new asphalt. The board recorded a required completion date of on or before June 1, 2025; Catherine & Sons listed a start date after March 15 and a completion date of June 1, 2025.
Why it matters: the overlay covers a county connector used by local residents and recreation visitors. County staff said submitting road core data and following NDOT and Nebraska Game and Parks processes were steps toward securing possible recreational funding tied to the project.
County staff opened three sealed bids. The amounts read into the record were: Pavers — $564,926.89 with a start on or before May 19 and completion May 31; a second bidder (listed as "Constructors") — $564,935.02 with start May 5 and completion June 1; and Catherine & Sons — $547,379.08 with start after March 15 and completion June 1. County staff said Catherine & Sons was the apparent low bidder and recommended award. "Reviewing all three bids, all calculations are correct. We would recommend Catherine & Sons," county staff member Conkey told the board.
County staff also explained earlier road core testing and coordination with NDOT and Nebraska Game and Parks as part of the county's attempt to qualify for recreational grant funds; staff said the core testing affected the chosen rehabilitation approach. County staff provided timelines and confirmation they had submitted required documentation to NDOT and Game and Parks and were awaiting a determination.
The award motion was made by Dorn, seconded by Adams, and passed 4 in favor, 0 opposed. After the vote the board instructed county staff to forward materials to the county attorney's office for contract review and to coordinate preconstruction scheduling with the contractor and NDOT as needed.
The board also discussed the geographic limits of the work (to 90 Fourth and Lilac) and clarified that the mill/replace work will not extend to the boat dock; staff said the work ends at 90 Fourth and Lilac.
