Gage County approves utility permits, calls for road bids and clarifies township gravel-to-rock exchange

The Board of Supervisors approved a consent agenda on Feb. 5 that included county utility permits, road-project bid specs and a new township gravel/rock exchange policy clarification.
The action matters because the permits and bid calls authorize private work in county rights-of-way and begin procurement for county road improvements.
Consent-agenda items approved by the board included Utility Permit No. 1322 to Pinpoint Communications to install a new fiber line on Lilac Road, South First Road and Locust Road east of Highway 77 (Pinpoint will plow in the outer edge of the right-of-way to a depth of 4 feet and bore under roads, driveways and structures to a depth of 10 feet along the planned route in Riverside Township). The board also approved Utility Permit No. 1323 for Northern Natural Gas Company to occupy Gage County right-of-way for grading and installing a new driveway with a culvert in the South Greater Ditch along Hoyt Road (location described in meeting packet as north of Section 31, Logan Township). The board approved proof specs and a call for bids for Project C-341181, Rockford overlay; bids for that project were scheduled to be opened March 5, 2025, at 9:15 a.m.
During the consent-agenda discussion, the highway superintendent clarified the county’s highway policy permits townships to exchange their gravel allotments for rock and that townships may choose to swap their entire spring/fall allotments if they wish; the superintendent emphasized county crews retain discretion over spot rock and other operational details.
Supervisor Claybaugh moved to approve the consent agenda as presented; Supervisor Lytle seconded. The board voted 7–0 in favor.
Separately, the Road & Bridge committee approved specifications and called for bids on South 90 Ninth Road (Rockford Road) for the first two miles south of Highway 136; bids for that project were also set to be opened March 5, 2025, at 9:15 a.m.
