Committee extends comprehensive‑plan deadline for some jurisdictions

The Local Government Committee on March 21 reported substitute Senate Bill 5558 out of committee with a due‑pass recommendation. The bill extends deadlines for comprehensive plan updates and delays certain related implementation requirements.
Under the bill, cities and counties with comprehensive plan updates due in 2026 would see the submission deadline moved from June 30, 2026, to Dec. 31, 2026. The measure also makes certain requirements related to design review and accessory dwelling units due at the time of the next comprehensive plan update rather than six months afterwards. Committee staff reported no amendments and the committee voted 7–0 to report the bill out.
Supporters said the extension recognizes local capacity constraints, including consultant shortages and a string of recent planning mandates. Representative Griffey and others urged a yes vote to give jurisdictions more time.
The bill will proceed to the Senate calendar for further action.
