The Energy Facility Site Evaluation Council read into the record and adopted Resolution No. 355 recognizing Kathleen Drew for her service to the council and the state of Washington.

Chair Kurt Beckett asked the council for a motion to place the resolution in the record. Stacy Brewster moved and Lehi Young seconded. Beckett read the resolution aloud, which credited Kathleen Drew with leadership as FSEC chair, testifying before the Legislature on legislation (identified in the resolution as HB 1812) that established FSEC as an independent agency, guiding the council through roughly 120 meetings, and leading council work on multiple large clean-energy projects. The resolution also cited Drew’s role in transmission corridor work that the resolution tied to passage of SB 5165.

Council members offered brief tributes. Council member Lehi Young said he had “appreciated” Drew’s “wise, considerate, and always positive approach” and wished her well. Elizabeth Osborne and others echoed thanks. The council approved the resolution by voice vote; members celebrated with applause.

Why it matters: the formal resolution documents the council’s acknowledgement of an outgoing chair’s leadership during a period of agency change and large-scale clean-energy project reviews. The record also noted the council’s first adjudication limited to land-use consistency and the initiation of government-to-government consultations with the Yakama Nation and the Colville Reservation under Drew’s chairmanship, as listed in the resolution.

After the vote, FSEC staff member Sonia Bumpus announced that staffer Stuart Henderson is retiring this month and that staff celebrated him earlier in the day.

The council recorded the resolution adoption in the meeting minutes; no further regulatory action was attached to the resolution.
