Committee forwards bill to require childcare as permitted use in most zones

The Local Government Committee on March 21 reported out Engrossed Senate Bill 5509, a measure to expand where childcare centers can locate, by a recorded vote of six ayes, zero nays and one excused.
As briefed to the committee, the bill would make childcare centers an outright permitted use in all zones except industrial; in industrial and light‑industrial zones, on‑site childcare centers would be conditionally permitted except in or around high‑hazard facilities. The committee recorded no amendments to the bill.
Representative Hunt, who described personal experience finding childcare, urged passage and said the measure would increase options for working families. Representative Seabee also voiced support. Committee staff announced the vote as six ayes, zero nays, and one excused.
The bill will move to the Senate floor for further consideration.
