Disability Commission asks council for clarity on handicap-parking fines fund; $18,000 Smile Mass grant pending application process

The Framingham Disability Commission and subcommittee members discussed the status and use of money collected from handicap-parking fines during the March 11 joint meeting. Commission representatives said background materials show $112,571.66 in the handicap-parking violation fund (October figure in the packet), though commissioners recalled a larger earlier figure and asked the city to confirm current balances.

Commission members said they approved a request to fund Smile Mass for $18,000; that award is contingent on approval of the commission's formal grant-application process and required sign-offs. Commissioner Tyler summarized Smile Mass's work as recreation, vacation and adaptive equipment for children and young adults with disabilities and said the organization seeks funds for items such as a picnic table, beach equipment and scholarships for participants.

Commissioners and councilors urged the mayor's office and finance staff to finalize a standard grant application and reporting rubric so the commission can review and score requests consistently. Councilors also discussed whether the commission could receive monthly updates on fine collections rather than a year-end transfer, to allow more timely planning and grant awards.

The meeting concluded with an agreement to wait for the formal grant application and to supply commissioners clearer, periodic financial reporting regarding the handicap-parking fund before making award disbursements.
