Senate Government Operations committee advances bill creating Vermont Veterans Month, recommends commissioner confirmation

The Senate Committee on Government Operations voted to report H.154 favorably on March 21, advancing a bill that would designate November as Vermont Veterans Month, and separately recommended confirmation of a commissioner in a second vote.

The committee heard testimony from Bob Burke, who identified himself as the executive director of the Office of Veterans Affairs and spoke in strong support of H.154. "I am 100000 percent, in support of it. I think it's a great honor," Burke said, adding that the designation would help the state recognize veterans and provide an occasion to restore in-person ceremonies that paused during the COVID-19 pandemic.

Committee members pressed Burke on how the month might be used. Senator Rebecca White of Windsor County asked whether the office would use the month to promote veteran-owned businesses and how the state would be inclusive of veterans facing changing federal policies. Burke said the office plans events around Veterans Day, mentioned outreach such as the Vermont medals ceremony and referenced organizing that highlights veteran-owned enterprises, noting, "Veteran owned businesses, veteran owned and growing produce, that's done through the veteran fiber coalition."

Lawmakers asked detailed questions about who qualifies as a veteran. Burke described the federal change in 1982 requiring either 24 months of continuous service or completion of the period for which a service member was called to active duty, and noted subsequent clarifications. He told the committee that Vermont generally follows the federal definition but that a state clarification passed last year broadened eligibility in certain cases, including service members who sustained injuries while on duty: "So that, whether you were a guard reserve active duty member who was injured during basic training or during active duty for training or during a grill period... that you'd be qualified as a veteran status," he said.

Senator White raised concern about service members who are transgender or non-binary and recent federal actions that may affect discharge status; Burke said the information available to his office comes from federal sources and media coverage, and that assurances had been made that benefits would not be denied as a result of those actions.

After discussion, a committee member moved to report H.154 favorably. The committee conducted a roll-call vote; Senators Clarkson, Hart, Vohowski, White and Holland recorded "yes" and the motion carried. The chair said the bill would likely be scheduled for floor action shortly.

On a separate motion, the committee voted to recommend confirmation of a commissioner (name not specified in the record submitted to the committee). During that roll call Senators Clarkson, Hart, a senator identified as "Wojcowski," White and Culmer recorded "yes," and the committee recommended confirmation to the full Senate.

The committee meeting lasted roughly 16 minutes and addressed the two items after introducing the panel and acknowledging bill sponsors who had previously testified.
