Councilor Singh said the HRC “hasn’t been able to make quorum for the last few months,” and noted the resignation of the city liaison, which he said increased urgency for a revised ordinance.
Committee members and public speakers described the draft as an effort to make the HRC “more functional.” The proposed changes include a new recommended membership range, a reconfigured appointment process, clarified reimbursement rules for commissioners and volunteers, revised officer responsibilities, a reduction in the minimum required meetings, and altered language about access to legal counsel.
