Committee advances updated Human Rights Commission ordinance and keeps draft in committee

The Medford City Resident Services and Public Engagement Committee voted 4-0 to accept edits to a proposed modernization of the Human Rights Commission (HRC) enabling ordinance and to keep the draft in committee for further negotiation with the mayor’s office.

The vote follows months of work by Councilor Singh and a community working group to retool the ordinance after commissioners and community members reported that the existing ordinance had made the HRC ineffective. Councilor Singh said the HRC “hasn’t been able to make quorum for the last few months,” and noted the resignation of the city liaison, which he said increased urgency for a revised ordinance.

Committee members and public speakers described the draft as an effort to make the HRC “more functional.” The proposed changes include a new recommended membership range, a reconfigured appointment process, clarified reimbursement rules for commissioners and volunteers, revised officer responsibilities, a reduction in the minimum required meetings, and altered language about access to legal counsel.
