At its meeting, the Franklin Tourism Commission approved distribution of a Reserve Funds Investment Survey, authorized payment of a final invoice for street‑pole banner brackets and installation, and approved the minutes of the Feb. 19 commission meeting.
The actions were taken by voice vote with four commissioners present. Marcus moved to approve the Reserve Funds Investment Survey; Jeff Kudrisky seconded the motion and members voted in favor. Mark Wiley moved to approve the minutes from the Feb. 19 meeting; Mr. Wiley’s motion was seconded by Jeff Kudrisky and the minutes were approved. The commission also approved a final voucher from Olympus Group for banner‑bracket installation; that payment will be charged against a $50,000 project amount the commission previously authorized.
The survey is intended to collect commissioner input and stakeholder feedback to shape the commission’s investment strategy for retained tourism funds. Commissioners set a timeline for collecting responses: Engage Franklin board input and responses consolidated by staff, with a target collection deadline of April 9 so results can be prepared ahead of the commission’s April 16 meeting. Commissioners also agreed to solicit input from the Economic Development Commission and share consolidated results with the city council and other stakeholders.
Commissioners were reminded by meeting staff that the City Attorney advised against using email exchanges to conduct deliberations, saying such exchanges could create a “walking quorum.” As a result, the commission will collect individual survey responses through a single consolidation point rather than via group email discussion.
