Buller explained that some elements of curb‑ramp design are non‑negotiable under federal ADA rules (for example, a maximum ramp slope of 8.3 percent, a 4‑foot landing and 4‑foot minimum ramp width), while other details are desirable but not required.
Staff showed examples where utility conflicts drive cost and complexity: moving a catch basin can cost tens of thousands of dollars; changing signal conduit or relocating a traffic signal junction box can require full traffic control and cost in the hundreds of thousands for a single corner; trees, hydrants and narrow sidewalk widths can also limit ramp placement. Buller gave an illustrative per‑ramp cost of roughly $10,000–$12,000 for typical retrofit ramps and said a full signal relocation can reach higher amounts, depending on site conditions.
The presentation stressed that ADA compliance is required, but ADA compliance does not always equate to full accessibility in every real‑world circumstance; engineers must balance legal requirements, pedestrian alignment, sight lines and the high cost of moving underground or signal infrastructure when selecting ramp configurations for retrofit projects.
