The Planning Commission recommended approval of a rezoning from R-1 to R-2 for a largely undeveloped parcel at 414 Callaway Road Extension, contingent on extensive road and traffic improvements.
Staff said the rezoning would permit 10,000-square-foot single-family lots under R-2 standards and showed an initial concept for a neighborhood named South Wind Village Phase 5. Staff emphasized significant traffic and fire-code conditions, including upgrading the length of Callaway Road to meet fire-apparatus access requirements (width and a code-compliant turnaround), widening and pavement upgrades, and installation of left- and right-turn lanes onto Hereford Farm Road as indicated by traffic-engineering review; the alignment of Callaway Road would remain in place. Staff also noted a requirement that any straight roadway sections longer than 500 feet include traffic-calming measures.
Tyler Finley, representing Houston Homes, said the developer has submitted a revised concept plan and is aware of the improvements required. A planning commission member moved to approve the rezoning with the listed conditions; another seconded and the motion carried on a voice vote. The recommendation will be forwarded to the Columbia County Board of Commissioners for final action.
