Columbia County Planning Commission on March 18, 2025 recommended approval of a rezoning from R1 to R2 for property at 414 Callaway Road Extension, with conditions requiring road upgrades, a fire-apparatus turnaround and intersection improvements, county planning staff said.
Planning staff presenter Danielle, representing Columbia County planning staff, told the commission the site sits west of Callaway Road Extension just off Hereford Farm Road and is largely undeveloped. The rezoning to R2 would allow single-family detached homes on 10,000-square-foot lots and matches the county’s neighborhood character-area designation, Danielle said.
Danielle said multiple technical conditions are required before final platting or development can proceed: widening and pavement upgrades along the full length of Callaway Road to meet fire-apparatus access standards; installation of a code-compliant turnaround at the road end for fire-truck access; left- and right-turn lanes at the Hereford Farm Road intersection; and possible further intersection modifications depending on the traffic study results. Staff also noted that any new roadway segments with straight sections longer than 500 feet would require traffic-calming measures.
Tyler Finley, representing Houston Homes, said the applicant has submitted a revised concept plan and is aware of — and prepared to address — the required traffic and fire-access improvements. He told the commission the developer does not intend to realign Callaway Road or physically connect the parcel to nearby South Wind Village phases because topography would make an extended road costly and yield no additional lots.
The commission voted to recommend approval of the rezoning with the conditions recommended by staff. The recommendation will be forwarded to the Columbia County Board of Commissioners for a final decision, which planning staff noted is scheduled for April 1, 2025.
The commission’s action was procedural: it forwarded the rezoning recommendation with conditions rather than approving a final plat or development plan. Subsequent reviews — including design-level engineering and a traffic study — will determine specific construction requirements and any additional off-site mitigation the county requires.
