Committee Chair Clark opened the meeting and the committee voted to approve administrative transfers for prior‑year bills and operational needs, including $50.17 from the mayor's expense for a prior year bill; $150,000 from reserve to IT for operational needs; $24,300 from planning expense to planning payroll to fund an employee after a federal grant was lost; and smaller prior‑year bill payments to ISD totaling $4,999.32. The committee also approved certified funds and grant acceptances, including $595,000 to Community Development for the Market Street rehabilitation grant, $50,000 to the Health Department for the MOSAIC opioid program grant, $32,000 to DPW to support the recycling dividends program, and multiple school grants including $450,000 for the Skills Capital Grant Program and $80,000 for the special education IEP grant.
On the schools front, the committee voted to authorize the superintendent to file MSBA SOIs dated March 21, 2025, for three projects: roof replacement at Lynn Classical High School (priority: accelerated repair), replacement of windows and doors at Robert L. Ford Elementary School (priority: improved security and energy conservation), and replacement of the failing natural‑gas HVAC system at Lynn Vocational Technical Institute with a heat‑pump system to increase energy efficiency. The SOIs explicitly state that MSBA submission does not guarantee acceptance, grant awards or any funding commitment.
All transfers, grants and the SOI authorizations passed on motions and recorded roll calls in committee. Committee members discussed the need for the planning payroll transfer to cover staffing after a federal grant loss and noted the MSBA filings were preparatory and not a commitment to apply for or accept state funds.
