The Lynn Public Properties and Parks Committee on March 11 approved three items: an assent to an easement for the Department of Conservation and Recreation (DCR) to repair a retaining wall and boardwalk at Seaport Landing; a request that the law department and assessor research possible abandonment of small land areas formerly part of a Kelly Lane cul‑de‑sac; and an assignment of a memorandum of understanding related to a future sale of a portion of the Wyoming Square municipal parking lot adjacent to a hardware store.
Attorney Lamanna explained the DCR easement would allow repairs and boardwalk upgrades on land that the Seaport Landing Condominium Association owns, and that the city already has an easement to access the marina. The committee voted to authorize the mayor to execute an assent to the easement so DCR can proceed with repairs.
On Kelly Lane, the committee asked the law department and assessor to research and report back on abandoning three small parcels — described in the request as approximately 2,125 square feet, 580 square feet and 446 square feet — that were formerly part of a cul‑de‑sac reconfigured when the street was extended. Lamanna said the abandonment work would ensure the three homes retain frontage on a public way, which affects financing and future sales, and that all registry and recording fees would be borne by the property owners.
The committee also approved an assignment allowing the eventual transfer of a previously authorized sale of a portion of the Wyoming Square municipal lot tied to the True Value hardware business at 312–316 Broadway to the buyer who has agreed to continue operating a hardware store. Lamanna said Land Court subdivision and registry processes can take several years; the assignment allows the sale to be directed to a new owner once Land Court subdivision and Registry of Deeds filings are complete. Committee members raised zoning and future-use questions; Lamanna noted that conversion to residential use would require zoning approval, including a variance from the zoning board of appeals.
All three items passed on motions and recorded roll calls in committee.
