The East Point Planning and Zoning Commission voted to recommend denial of a rezoning request for 2257 Delo Drive, which the applicant sought to change from R-1 (single-family) to R-3 (multifamily). Staff told the commission the property is in a single-family neighborhood, is not on a corner, and was renovated and permitted as a single-family dwelling in 2022. Staff recommended denial.
Copper Toure (who introduced himself at the hearing as Copper Terray) described the interior layout and said the property had been remodeled into multiple internal units; he said the current owner bought the property in December 2024. Neighbors Jose Villalba and Devin Harris spoke in opposition, citing increased traffic and parking pressure, concerns about safety and turnover of occupants, and effects on property values. Villalba said he and his family live next to the property and worried about noise, unfamiliar residents and a decline in neighborhood character; Devin Harris, identifying himself as a realtor, cited insufficient parking for the number of occupants and the potential for transient short-term rentals.
Director Smith walked commissioners through the zoning and future land-use maps and told the commission the site is surrounded by R-1 zoning and that the comprehensive plan supports multifamily in traditional urban neighborhoods only where multifamily already exists or at crossroads and corners. Staff also reported code-enforcement history for the property, including a 2022 violation finding seven people living at the address; staff included that enforcement history in the record and restated the recommendation of denial.
A commissioner moved to accept staff's recommendation and deny the rezoning; the motion carried. Director Smith said the denial recommendation will be forwarded to City Council for consideration.
