San Luis board accepts four police PSPRS memberships and approves rehiring retired lieutenant as code compliance specialist

The City of San Luis board on an unstated date accepted four new police memberships in the Public Safety Personnel Retirement System (PSPRS) and approved the reemployment of retired police lieutenant Marco Santana as a code compliance specialist.
Human resources generalist Marie Barajas told the board that elections within the police department selected Lieutenant Alan Guevara to continue as the department's contributing member on the San Luis Police Department Public Safety Personnel Local Retirement Board. "This item is just for presentation only. There is no action required," Barajas said.
Barajas also presented staff findings that four recently hired police officers meet PSPRS membership requirements under ARS 38-8-42 (member definition) and related rules. The employees and hire dates listed by staff were: Luis Lopez Escajeda, hired 02/10/2025; Alejandro Robledo Savala, effective 03/08/2025; Samantha Amador Varaza, effective 03/08/2025; and Javier Benavides, effective 03/08/2025. Barajas said the applicants completed required medical evaluations and that human resources found "no preexisting conditions."
A board member moved to "accept HR department's finding and accept membership to participate in the Public Safety Personnel Retirement System" for the four applicants; a second was heard; the board recorded voices in favor and the motion carried with no nays recorded.
On the reemployment item, Barajas said Santana retired from the San Luis Police Department on 07/01/2024 while holding the rank of police lieutenant and was later hired by the city on March 10, 2025, as a code compliance specialist. Barajas told the board that state rules (cited in the meeting as ARS 38-8-49) require retiring employees to wait at least six months after beginning pension benefits before returning to work for the same employer. She said HR reviewed the recruitment process (70 applicants, 16 meeting minimum qualifications, two interviewed) and determined Santana met the eligibility criteria, including the six-month waiting period; because Santana returned to a non–public-safety position, staff said he is not subject to the alternate contribution rate (ACR) applicable to retirees returning to public-safety roles.
A motion to accept HR’s findings and approve Santana's reemployment as a code compliance specialist was made, seconded and carried with no nays recorded.
The board also approved the consent agenda at the start of the meeting by motion and voice vote. The meeting adjourned shortly after the personnel items were concluded.
