City staff briefed Fruit Heights City Council on the general fund revenue forecast, water-budget work and several capital improvements affecting operations and maintenance.
Staff said they and a contracted CPA are assembling the full budget package and expect to present it to the council in the coming weeks. The presentation compared current-year revenue percentages to budgeted projections and highlighted areas that outperformed expectations, including park reservations.
On the water budget, staff reported recent cost increases for certain services and materials and described a set of capital outlay items: a $15,000 line item for capital improvements tied to sampling stations, and cost estimates tied to installing six sampling stations as part of sanitary-survey preparations. Staff stated the city has converted several buildings to fiber and expects adjustments to monthly charges as older services are canceled; one staff comment estimated that switching services could reduce the city’s monthly costs by roughly $300 once the changes are complete.
Councilors raised the condition of aging transmission lines. Staff identified sections of asbestos-cement (“transite”) pipe in the system and said those pipes become brittle and require replacement if damaged. Staff described asbestos cement as not harmful in situ but a concern when pipes are damaged and must be handled per standard safety processes. The council discussed prioritizing replacements and budgetary options for vehicle and equipment leasing tied to these capital needs.
Staff said they will return with the formal budget package and supporting documents for council review.
