Commission backs community submissions for Eleventh Street sidewalk stamps; $5,000 fund available

City staff told the Moorhead Arts and Culture Commission on March 17 that sidewalk reconstruction tied to the Eleventh Street Underpass project creates an opportunity to add new, locally designed sidewalk stamps along city right of way.
"With available funding from the 2015 Sidewalk Art and Poetry Project, staff has been looking for ideas to expand the existing inventory," Ethan, a city staff member, said. He said the funds available for new stamps are approximately $5,000 and that staff received an estimate of roughly $300 to create a brand-new stamp template.
Staff reported that last year the commission secured state approval for stamp locations in city right of way and that engineers estimate reconstruction and reinstallation of sidewalks in the project area could occur anytime from April through November. The commission discussed whether to solicit community-wide submissions for new stamp designs and whether to curate thematic artwork for the Eleventh Street project.
Ethan said the city has been coordinating with the Minnesota Department of Transportation (MnDOT) and that MnDOT has allowed stamp installations within city right of way where appropriate. He said using the $5,000 balance would pay for creation of new templates; installation charges were described as separate and not covered by that amount.
Commissioners asked whether 16–17 stamps (the number that $5,000 at $300 per new template would allow) would provide adequate distribution and whether duplicates might occur; staff said duplication was possible and that distribution could be refined when submissions are reviewed. The commission expressed interest in a public call for art similar to the 2015 process. No formal vote was required; staff will pursue public solicitation and coordinate timing with construction schedules.
