Board grants parking variance for Love Hope Care Centers' proposed daycare serving 60 children

The Planning and Zoning Board granted a parking variance to Love Hope Care Centers, allowing 15 parking spaces where the zoning code requires 22 for the proposed daycare site.

A representative who identified themself as Oasis, speaking for Love Hope Care Centers, told the board “we are here today, because we're requesting a parking variance, to allow us to have 15 parking slots instead of 22, which is what is required by the city.” The applicant said the facility would serve about 60 children and would not operate a transportation service; caregivers would drop off and pick up children and staff planned to use the building’s porte‑cochère to queue vehicles for brief drop‑offs.

Planning staff explained the site is a nonconforming property where a prior daycare use had been located; because the code changed while the site was empty the applicant must either add parking to meet current requirements or seek a variance. Board members asked operational questions about staggered pickup times, the number of employees and where parents would park if multiple children became ill and required same‑time pickup. The applicant said they expected up to 10 employees and believed the existing 15 spaces along the sides and rear, plus the porte‑cochère for short‑term queuing, would be sufficient.

Member Goldich moved to grant the variance under finding C; Member Doris Gonzales seconded. The motion passed unanimously. Staff noted the applicant would need to document operational plans and any short‑term parking practices during permit review.
