Emmaus agrees to serve two Salisbury Township parcels on Mountain Road

Emmaus Borough Council voted on March 17 to enter an intermunicipal agreement with Salisbury Township to provide water and sewer service to properties at 407 and 412 Mountain Road.
The borough solicitor explained that Salisbury Township requested the arrangement because the two parcels are on the Salisbury side of South Mountain but are geographically closer to Emmaus’s existing connections. The solicitor said the township will indemnify Emmaus for any additional costs and that Emmaus would collect the associated service revenue if the agreement proceeds. The solicitor also said the arrangement is discretionary for the borough and remains subject to Salisbury Township’s approval.
Councilmember Ladenburg moved to approve the request; Mr. Dufresne seconded. Council discussed whether nearby lots were already connected to Emmaus’s system; staff and the solicitor said existing connections are present for some homes in the block and that the two undeveloped lots are the only ones not connected. The motion passed with all council members voting in favor (7–0).
