Tinley Park staff say comprehensive-plan implementation phase nearing completion; final adoption expected in summer

Tinley Park planning staff told the Committee of the Whole on March 18, 2025, that the village’s comprehensive plan has entered its final phase of work and that the consultant is drafting implementation strategies and opportunity-site concepts.
“Phase 2 is getting together all the goals and strategies and actions,” a staff member identified in the record said. “We did tons of input. We did two steering committee meetings with planning commission. We brought it forth to you guys…The Lakota Group is drafting implementation strategies. We’re going to prioritize those into kind of, like, easy wins, medium goals, long-term things.”
According to the update, the consultant Lakota Group is preparing implementation strategies and potential development options for designated opportunity sites around town; staff said they expect the drafting phase to be done by late spring and plan to bring a final plan to the board for adoption in the summer. The committee did not request changes at the meeting and no board questions were recorded during the item.
The comprehensive plan shapes long-term land-use, transportation and development priorities, and its implementation chapter typically guides capital planning, zoning revisions and future development incentives. Staff identified the next steps as prioritizing actions and preparing visuals/options for opportunity sites; no budget figures or ordinance changes were presented during the committee discussion.
