TOMBALL, Texas — Tomball ISD administrators on Monday updated trustees on a leadership‑definition effort intended to build an internal pipeline for assistant principals and principals.
Dr. Shindel Wolf and Dr. Webb presented the district’s leadership definition work, which the district developed through an 18‑month process after being selected in a leadership program (referred to in the presentation as a Holsworth district). The leadership definition centers on competencies grouped in a “leadership compass,” which the presenters said are used in onboarding and annual assessments for assistant principals. The approach pairs self‑assessment by assistant principals with principal assessments, then uses “talent talks” — structured discussions between principals and assistant principals — to develop leaders rather than relying on a single cut score.
Dr. Webb presented three years of internal data the district used to evaluate progress: the team had projected needing 17 principal leaders and 38 assistant principals over a three‑year span; the district filled 17 principal seats and 36 assistant principal seats over that period. Presenters reported that 76.5% of the new principals came from within Tomball ISD. The presenters said some open positions result from new campuses and program expansion rather than resignations.
Board members asked about how the district shares the leadership definition with candidates, job‑fair outreach and internal recruiting. Dr. Webb said the definition and data are shared with leadership teams; presenters emphasized that the process is intended to be lived work rather than a document on a shelf.
Trustees praised the program as an internal talent and retention strategy. The presenters said interviews for additional principal positions were scheduled the following day and that some vacancies will continue as the district opens new campuses and expands grade configurations.
