Suncrest Gardens’ new operations site gets conditional-use clearance and variances

The Planning Committee reviewed a site plan and conditional-use application for a Suncrest Gardens satellite operations site at 4811 Scarlet Lane and voted to forward the application to the full council. That resolution was adopted by the council later in the evening.

Planning Director Cowan described the 18,000-square-foot building on a parcel with frontage on Scarlet Lane and State Route 8. The proposal includes office space, a training room, equipment storage, and outdoor storage areas for materials and fleet vehicles; the applicant said the garden-center retail operation will remain in Peninsula while this site will hold construction and maintenance operations. The proposed plan provides 71 parking spaces (the code requires 43) and includes multiple screening and fencing elements: a chain-link fence for vehicle security and a 6-foot privacy fence along the north property line. Cowan identified three categories of conditional-use variances required for outdoor equipment storage (location in the rear yard, setbacks and masonry screening standards) and similar variances required for fleet vehicle storage.

Libra Architect’s representative (listed in the record as Mr. Pelligra) answered questions about grades, the distance from Route 8 to the roofline and the limited tree clearing proposed. The city arborist approved the landscaping plan; the design shows roughly 25 trees and 80 shrubs. Mayor Provodick and committee members noted Suncrest Gardens’ local employment scale and the project’s potential to create off-site space for seasonal work crews.

The committee voted to add the item to the council agenda. Council later adopted Resolution 2025-089, granting the conditional zoning certificate and the requested variances. Planning staff will proceed through the permit and conditional-use compliance process.
