Finance Committee Discusses Debt Service Stabilization Fund as Tool to Smooth Large School Project Costs

Finance staff updated the Finance Committee on the Debt Service Stabilization Fund balance and potential funding strategies to smooth the fiscal impact of large capital projects.

Dave said the fund balance is about $2,429,000. Committee members discussed the fund's role as a bridge to smooth spikes in debt service that could otherwise push annual debt service beyond the town's policy thresholds. Staff and members discussed the potential to earmark new-growth tax receipts from large developments ' for example, proceeds from the Muzzy Board site or payments in lieu of taxes from a hospital project ' to the stabilization fund so those one-time receipts would not flow directly into the operating budget but instead be used to protect long-term fiscal capacity.

Members discussed the Pollock School project, which staff said could produce a one-year debt-service amount that is larger than the town's other annual debt service and that the fund could be used to moderate the local tax impact in a single year. Staff said the fund policy limits use to a portion of the fund in any single year and directs plans to replenish the fund in subsequent years after withdrawals.

No formal vote or appropriation was taken; the committee signaled interest in developing dedicated revenue strategies that would not displace operating budget priorities and discussed the timing of potential new-growth receipts and pilot payments.
