The Needham Finance Committee on March 19 discussed the town's Athletic Facility Improvement Fund, its recent drawdown and plans to rebuild the fund ahead of a major turf replacement expected in about a decade.
Finance staff (Dave) explained that a prior transfer of roughly $1 million was taken from the fund for tennis courts, leaving an available balance of about $202,706 as of Jan. 1, 2025. The committee heard that the replacement cost for the town's artificial turf fields is currently estimated at about $1,800,000 and that replacements are being planned for roughly 10 to 12 years after installation; staff set a planning target around fiscal 2035.
Committee members asked how the fund is financed. Park and recreation receipts from field fees are a recurring source; staff said the revolving fund collects user fees for leagues and town programs and that the town is considering whether to amend the fund's language to capture a percentage of pool receipts and other dedicated fees to support long-term replacement costs. Finance staff said he had given park and recreation a deadline to supply historical fee receipts to inform any proposed amendment.
Members noted year-to-year variability in field-fee receipts and asked staff to provide better historical data during the operating budget process so the committee and Park and Recreation can better plan funding for future capital replacements.
A Finance Committee member moved and the committee seconded a recommendation that town meeting adopt the article to appropriate field fees to the Athletic Facility Improvement Fund; the committee voted in favor by voice vote.
