Kane County commission approves renewal of 34 liquor licenses; one concession granted conditionally

The Kane County Liquor Commission voted to approve renewal applications for 34 existing liquor licenses in unincorporated Kane County on March 20, 2024, with one concession operator receiving conditional approval pending additional paperwork.

Dan O'Brien, ESA, opened the discussion: "We are here, this afternoon, to approve, the renewal, applications for the existing, liquor licenses, in unincorporated Kane County." Jane Talish, the staff member who handles license applications, told commissioners, "Good afternoon. I am happy to report that all of our applicants got their applications in on time, and they've been processed, and they're ready for your approval and signature from madam chair."

The renewals approved at the meeting brought the active count to 34 licenses, within the county ordinance cap of 37 (referenced in the meeting as "section 26-1"). Commissioners were told two previously licensed establishments are now closed: Aral Mexican Restaurant (Route 25, Dundee) and Kane Social Club (Mill Creek/Geneva). Staff also reported a pending ownership change for the KC Concessions operator at the Cougars stadium: an affiliate associated with the Texas Rangers Ball Club purchased the ballclub operator and has submitted initial application materials. The commission moved to grant conditional approval for the KC Concessions license pending submission of the remaining legal and ownership documents and required certificates.

Commission members asked for more detailed renewal packets before future meetings. Several commissioners requested staff provide addresses and municipality information for each licensee so commissioners may follow up locally or request input from sheriff's deputies and municipal police where appropriate. Jane Talish and Dan O'Brien described the county's renewal checks: confirmation of annual reports filed with the Illinois Secretary of State, certificates of insurance showing liquor liability coverage, BASSET/BASIDs training certificates for serving personnel, and development and public-health inspections recorded in CityView. Staff said renewals are only placed on the meeting list once required paperwork is complete.

Commissioners and staff discussed license classes listed in Chapter 26 (examples noted at the meeting: Class AR for restaurants/inns, Class AP for package stores, Class AW for brewpubs, Class C/C1 for clubs, Class D for stadium concessions, Class E for bars, and Class G for golf course licenses). Staff noted one longstanding application (referred to in the meeting as the Blue Boar Inn) never secured zoning or health approvals and therefore never activated a license.

A motion to approve the renewals passed on a roll call vote: Faius — yes; Linder — yes; Urges — yes. The tally recorded three affirmative votes and the chair declared the motion passed. Staff committed to resend the renewal list with addresses and contact details to commissioners ahead of future meetings and to provide full application packets for any new-license applicants.

The commission had no executive session and adjourned after approving the renewals.
