The Needham Planning Board on March 19 presented its recommended base compliance zoning plan to the Finance Committee and the committee voted to recommend that town meeting adopt Articles 18 and 19 as advertised.
The presentation was led by Natasha Spada, chair of the Needham Planning Board, who said the base plan is unchanged from the version submitted last October. Lee Newman, director of planning and community development, and Heidi Proctor, vice chair of the Planning Board, joined Spada in describing the plan's compliance metrics: the minimum requirement of 50 acres and unit capacity of about 1,784 units; the board's base compliance submission totals 100.3 acres, unit capacity of about 1,870 units, density of about 18.6 units per acre and 93 percent of the proposed capacity located in transit areas.
"We are recommending the base plan," Spada said; she told the committee that public hearings and more than 60 letters produced substantial support for leaving the base plan as advertised.
The Planning Board said it considered but ultimately declined to adopt changes sought by some groups after additional public comment. Newman told the Finance Committee that the town submitted an "action plan" to the state in January and that the state approved it, providing the town protection under the relevant compliance process until July 14, 2025, provided the town adopts the zoning in the window allowed.
Several Finance Committee members asked whether the articles could be amended on the town meeting floor; Planning Board members said advertised zoning is limited to the language in the warrant and described constraints on how the article can be amended under the statutory process used for this zoning work.
After discussion, a Finance Committee member moved and another seconded that the committee recommend adoption of Articles 18 and 19 as written; the committee voted in favor by voice vote.
The vote by the Finance Committee to recommend the base compliance plan does not itself adopt the zoning; the measures will be considered and voted at town meeting.
