City manager reports flood-study progress, Tinkers Creek watershed study and road repair plans

City Manager Thomas J. Sheridan updated council on several ongoing technical and planning items, including the Edgar Drive permit matter, flood-area studies, the Tinkers Creek watershed study, road subsidence concerns and the fire and EMS consultant review.
Sheridan said staff will provide the Edgar Drive permit file and correspondence to council and the mayor and that the city is working toward a resolution in that case.
On flood response, Sheridan said three of the four areas that flooded in August have completed studies and the fourth study should be ready within a week or two; the council can expect those study results to be returned within the next month. Sheridan said the Tinkers Creek watershed study — included in this year’s budget — was released earlier in the week and staff expect deliverables more toward the fall.
On roads, Sheridan told council he has observed widespread cracking and localized subsidence tied to deep freeze/thaw cycles and groundwater freezing. The city engineer recommended, and staff are planning, expanded crack sealing and additional road patching in affected areas.
Sheridan also said the fire and EMS consultant will return to council on Feb. 18 with any final revisions to the study and asked council members to submit any comments within seven days so staff can forward them to the consultant.
Ending: Sheridan reminded council that city offices will be closed Feb. 17 for Presidents Day and asked members to send any last comments on the fire and EMS study promptly so the consultant can finalize the report for council review on Feb. 18.
