Council adopts guidance for use of year-end overage funds after debate

After extended debate, the Hudson City Council approved a measure encouraging future councils to discuss allocating at least half of year-end general fund overages to infrastructure, passing 6-1.
Hudson City Council voted 6-1 on Jan. 7 to adopt a policy statement encouraging that at least 50% of future general fund budget overages be discussed for infrastructure needs, passing legislation item 24-152.
Councilor Kowalski opposed the measure, saying it was "problematic to try to dictate what future councils do with our carryover balance." Council President Foster and others described the item as administrative guidance that does not legally bind future councils but requires a public discussion early in the year about how to allocate carryover funds. Councilor Van Wijk and Councilor Banwig argued the guidance is intended to prompt consideration of a long list of unfunded civil infrastructure projects; Van Wijk said the measure "simply requires that we go through the administrative process of having an informed discussion."
City Manager Sheridan clarified that the ordinance applies going forward to 2025 overages and that the 2023 overage money had already been appropriated. A staff speaker also confirmed the legislation would not be effective until February, and that the language addresses January procedures.
The roll-call vote, read by Mrs. Wheeler, was: Mister Foster yes; Doctor Getz yes; Mrs. Heater yes; Mrs. Kowalski no; Mister Sutton yes; Mister Van Wijk yes; Doctor Burd yes. The ordinance passed 6-1. Council discussion referenced a city inventory of infrastructure needs and the intent to increase transparency and discussion of carryover funds; no new appropriation was enacted at the meeting.
