Architectural & Historic Review Board reports steady caseload, process tightening in 2024

Caputo said the AHBR met 22 times in 2024 and reviewed 166 cases, “a little less than one third of those involved historic structures.” He told council the board has implemented procedural changes intended to strengthen how it makes motions and records findings of fact.
Why it matters: The AHBR influences the look and character of the city’s historic districts and properties. Caputo told council the board is working with staff to notify owners of historic landmark properties and to pursue voluntary plaque programs to mark eligible buildings under applicable standards.
Council follow‑up: Councilmembers asked whether the board had encountered specific code conflicts or other hurdles. Caputo said the board had generally functioned well in 2024 but noted one meeting lacked a quorum. Councilmember Getz said residents outside the historic district have questions about how the land development code applies to additions and similar projects; the council and board agreed those are land development code matters rather than AHBR policy changes.
Caputo thanked staff and the board for their work and said the AHBR will continue coordinating with planning staff on outreach to property owners and refinements to board procedures.
