The Zoning Board of Appeals re‑granted a variance to allow the division of a large Holland Street parcel at 18 Holland Street into two lots, approving the same relief it had granted in February 2023 before the earlier grant lapsed.
Jeff Tallman presented the repetitive petition and said the current request is the same as the prior application: create a second lot of about 10,050 square feet with 70 feet of frontage in an S (single family) zoning district and allow a slight increase in lot coverage (from 25% to 30% on the smaller lot to achieve comparable buildable envelope). Tallman said the applicant is elderly and had not acted on the prior grant, which expired; the petitioner now seeks the same relief to allow construction of a single‑family dwelling on the new lot that would meet setbacks.
Staff recommended site plan review for the new lot and that parking for Lot 1 be formalized. The board discussed possible future subdivision and agreed the conditions should prevent unintended additional dwelling units; one board member suggested making the restriction reevaluable if zoning changes in the future render subdivision allowable by right. The board approved the variance with conditions similar to the prior grant: site plan review, documentation of parking for the retained lot, and prohibition on immediate further subdivision unless zoning changes occur.
No abutters spoke in opposition at the hearing; the file shows the board has previously considered this property multiple times and had granted similar relief in 2023 that expired without action.
