The Zoning Board of Appeals granted a special permit to Around the Clock Services, Inc. to divide a William Street parcel into three separate lots, keeping existing multi‑family dwellings on each new lot and recording an access easement for shared rear access.
Engineer Jeff Tallman presented a revised plan showing a widened street frontage for Lot 2 (the middle lot) and a recordable access and utility easement to provide access to the rear single‑family dwelling at 572 William Street. Tallman said he widened Lot 2 near William Street to create roughly 9 feet of width at the front for parking use and clarified the meets‑and‑bounds for a recordable easement and the intended location of utilities. Tallman said he will research the exact existing utility routing for the rear house and separate services as required.
Dan Aguiar told the board that site plan review should be required to verify the separation of utilities and appropriate encasement where water and sewer lines are within close proximity. Aguiar reiterated standard requirements for subdivisions under section 86‑4‑23(b): recorded affidavits showing separated utilities, no new interior fencing on new lot lines, and permanent monumentation of corners.
A nearby resident testified that parking in the area is tight and recalled seeing two cars in the backyard in past years; the petitioner and engineer explained that existing space will be preserved but no reduction of current parking is proposed and any future increase would require separate approvals. After discussion, the board approved the special permit with conditions: record utility separation affidavit, no interior fencing along new lot lines, monumentation of corners, a recordable access easement as shown on the plan, and site plan review to confirm utility separations and other details.
The motion passed on a roll call that recorded affirmative votes by the members present.
