The Senate Committee on Government Operations adopted SCR 239 and SR 215 on March 20, 2025, asking the Department of Accounting and General Services (DAGS), Department of Land and Natural Resources (DLNR) and the City and County of Honolulu Department of Parks and Recreation to provide universal changing accommodations in state and county facilities and parks.
The committee approved the measure as Senate Draft 1 with technical, non-substantive amendments for clarity, consistency and style. The adoption was recorded with the Chair voting yes, the Vice Chair voting yes and Senator San Buenaventura voting yes; Senators Moriwaki and Fevella were excused.
Committee members noted there was late written testimony from DAGS but no oral public testimony on the item. Chair (presiding) said the committee believed the proposal was “a good rezo and a good thing that we could do in all these facilities,” and moved the measure forward with only technical edits.
SCR 239 / SR 215 requests the referenced state and county agencies to provide universal changing accommodations in “all state facilities, state parks, city, and county parks,” according to the measure text presented to the committee.
