One board member noted Woods has employment prospects; Woods said he had been offered work as a forklift operator at Ryder and planned to pursue commercial driving, and that he intended to live with a partner at the Broadway address. After discussion, a board member moved to approve Woods for residency at 1328 South Broadway; the motion carried with the board declaring him approved to reside there and advising him to return to the board if he moved to another address inside Green Bay.
The board then considered the appeal of Dalton Plumlee. Plumlee told the board he was charged as an adult after encounters with a 15-year-old when he was 21, and described plea terms and subsequent probation and revocation history. He said he was released from custody on Jan. 16, 2024, and provided treatment documentation showing enrollment in offender-focused counseling and 17–19 sessions with Family Services (documents on file). Captain Oberman summarized the criminal complaint for Plumlee and noted the complaint contains statements raising questions about consent and mentions alcohol and drugs in several encounters. Plumlee said he has been addressing substance issues and triggers in treatment and described a support network including family members and a fiancée. Several relatives and a partner spoke in support of Plumlee, describing his efforts to find housing, steady work and to reconnect with his children.
A board member said Plumlee had completed significant treatment sessions and that the board had no remaining concerns about the proposed address; another member observed that Plumlee remains on supervision and GPS conditions may apply. A motion to approve Plumlee for residency at 1405 South Norwood, Apartment 8 passed by voice vote; the board again reminded Plumlee that he must return to the board if he moves to a different Green Bay address.
