West Chester Township trustees voted on Feb. 11 to contract with 4 Seasons Environmental Inc. to provide facility preventive‑maintenance and janitorial services across township properties, in a contract not to exceed $698,766 for the first year. The contract term is one year with two optional one‑year renewals; the initial amount includes a 5% contingency for transition expenses.
Staff said the township had been working with EMCOR (previously Viox) for about 20 years but solicited competitive proposals after service delivery issues. After reviewing proposals and meeting with finalists, administration selected 4 Seasons Environmental as the most responsive bidder, citing the company’s references and public‑sector experience in schools and corrections and the vendor’s proposal to place two on‑site employees 40 hours per week to partner with township staff.
Nick McDonald of 4 Seasons attended the meeting. Staff said the new vendor will manage preventive maintenance tasks, life‑safety inspections and coordination with contractors. Trustees thanked staff members who led the procurement. The motion to approve the agreement and authorize the township administrator to execute the agreement with non‑substantive changes (with law director approval) passed by roll call.
