Assembly sends Summit Drive tax-cap question to ballot after residents request election

The Fairbanks North Star Borough Assembly on Feb. 13 adopted an ordinance to place a tax-cap revision for the Summit Drive Road Service Area on a special election, following the service area's commissioners' request.

Staff reported the Summit Drive commissioners met on Sept. 12–13, 2024, and voted to seek an election that would raise the service area's tax revenue cap to $251,467, an increase of $50,000 — roughly a 25% increase of the service area's operating base, administration staff told the assembly.

Why it matters: The Summit Drive service area covers about 539 parcels and maintains roughly 15 miles of roadway. Staff said the area currently has an operating budget around $184,000 and a fund balance near $150,000; commissioners said without additional cap authority they lack the reserve to do larger maintenance work.

What the assembly approved The assembly voted 8–0 to forward the ordinance that authorizes a service-area election on the proposed tax-cap change. If voters in the service-area boundary approve the measure, the cap would increase to allow about $50,000 more in tax revenue for the area.

Election logistics and voter eligibility Borough staff and the clerk told the assembly the election will be conducted for registered voters who live within the service-area boundary; ballots are not mailed automatically. The clerk said voters may request a mailed ballot, submit an absentee application, or vote in person during the absentee period. The clerk said registered voters must be registered at least 30 days before the election; the assembly was told that means registration should be completed by Feb. 20 for the March election timetable the clerk outlined. The clerk also said the official election day would be Tuesday, March 25, with in-person absentee voting available in the clerk's office in the weeks beforehand.

Public comments Two residents who appeared at the assembly's public hearing said they oppose tax increases and asked how the change would affect their bills. One resident asked why property owners who improve their homes would see higher taxes; another asked why the service area was pursuing the increase. Assemblymembers and staff emphasized that this ordinance simply places a question before registered voters within the Summit Drive boundary; any increase would require a majority vote in that local election.

Ending: With the ordinance approved, the clerk's office will make absentee ballot applications and election information available to Summit Drive registered voters; the clerk said the office had already mailed notifications to property owners and will accept ballot requests and in-person absentee voting in the days leading to the election.
