Local nonprofit seeks borough service agreement to host trail interns from Student Conservation Association

At the start of public comments the Trails Advisory Commission heard from Stan Justice, who said he represents a new nonprofit, Fairbanks Trails Incorporated, and asked the borough to finalize a non-monetary service agreement to allow two Student Conservation Association (SCA) trail interns to work on borough-managed trails.
Justice introduced the organization, saying, "We formed a 501(c)(3) nonprofit for trails, called Fairbanks Trails Incorporated," and described a year of volunteer-driven trail work including hand-benching sections of the scarland trail. He said the SCA requires the governing body's sign-off on service agreements before deploying interns and that the nonprofit is ready to move forward once the borough signs the document. Justice characterized the work as non-monetary (no funds requested) and described the benching work as slow, manual and well received by trail users.
Commissioners asked whether landowners or neighbors objected to hand work. Justice said most of the trail lies within its formal easement and that the nonprofit avoids trespass where required; he said the work has generally been well accepted by trail users and adjacent landowners. Commissioners thanked him for the update and had no further action requests at that time.
Ending: Staff and the commission acknowledged the request; the nonprofit's service agreement remained in process with borough legal staff, and commissioners asked staff to keep the commission informed if formal action or a recommendation is needed in a future meeting.
