The permit, requested by Emily Richmond and Andrew Bishop, authorizes outdoor living space for up to 10 dogs on a parcel zoned Rural Estate (RE-4). The department’s planner, Jimmy Dixon, told the commission the case presented “a really hard recommendation to make,” because staff received both supportive and opposing public comments, but recommended approval with conditions intended to limit noise, control waste and secure the dog yard.
The permit matters because it changes permitted uses at a residential property and establishes conditions that will apply to future owners. The commission’s approval imposes limits intended to reduce neighborhood impacts while allowing the applicants to maintain a recreational sled-dog team.
