The Fairbanks North Star Borough Assembly Finance Committee on March 20 voted to award IFB number 25068 for the Lathrop High School kitchen hood replacement to Aaron Plumbing and Heating Company in the amount of $304,500.
Corey Beal, director of general services, presented the staff report and said the project will replace the kitchen hood and grease duct system, modify the air system to meet the renovated kitchen’s needs, and bring the space into compliance with current codes. Beal said the competitive procurement was conducted “in compliance with title 16 requirements,” and that Aaron Plumbing submitted the lowest responsive, responsible bid; he concluded, “Therefore, we're recommending approval of the award of the bid in the amount of $304,500.”
The motion to award was moved by Ms. Reeves Ramos and seconded by Ms. O'Neil. The roll call vote recorded unanimous approval: nine yes, zero no; the committee chair declared IFB 25068 awarded.
Committee members raised two substantive follow‑ups during discussion. Assemblymember Wilson asked why the engineer’s estimate ($159,000) differed substantially from the low bid; staff replied they will review the question with the project designer to better understand the variance. Assemblymember Guttenberg asked why the other bidder was nonresponsive; staff said Wilbur Brothers Mechanical Contractors were determined administratively nonresponsive for failing to submit required bid forms such as the signed bid form and non‑collusion affidavit.
No amendments were made and no additional costs beyond the bid award were identified at the meeting; staff noted the work is part of the larger kitchen remodel project and will be paid from previously identified project funds.
